Allocation of Income within the Household develops an important new economic model of income distribution within the family, one that attempts to determine which family characteristics affect spending patterns. Professors Lazear and Michael base their work on an analysis of the 1972-73 Consumer Expenditure Survey and test their conclusions against the 1960-61 survey to verify the persistence of the effects discovered. They find, for example, that the average household spends $38 per child for every $100 spent per adult and that the level of relative and absolute expenditure on the child rises with the level of education of the head of the household. Lazear and Michael also explore the implications their study may hold for the process of determining child support payments in households that dissolve. They argue that, unless the spending of every dollar can be monitored, alimony cannot be disentangled from child support. They also develop several criteria by which income might be distributed among family members, and, using one of those criteria, they present a series of tables that suggest the appropriate payment from one parent to another given family size, structure, and income level. Their model is particularly useful because it takes account of the ways other family members who were not part of the original household may contribute income to the new household. Other issues considered include the appropriate way to deal with children with special needs and the timing of transfer payments.

For most of human history a "natural fertility" regime has prevailed throughout the world: there has been almost no conscious limitation of family size within marriage, and women have spent their reproductive lives tied to the "wheel of childbearing." Only recently in developed countries has fertility been brought under conscious control by individual couples and childbearing fallen to an average of two births per woman. The explanation of this "fertility revolution" is the main concern of this book. Richard A. Easterlin and Eileen M. Crimmins present and test a fertility theory that has gained increasing attention over the last decade, a "supply-demand theory" that integrates economic and sociological approaches to fertility determination. The results of the tests, which draw on data from four developing countries—Colombia, India, Sri Lanka, and Taiwan—are highly consistent, though a number of the conclusions are likely to arouse controversy. For example, couples' motivation for fertility control appears to be the prime mover in the fertility revolution, rather than access to family planning services or unfavorable attitudes toward such services. The interdisciplinary approach and nontechnical exposition of this study will attract a wide readership among economists, sociologists, demographers, anthropologists, statisticians, biologists, and others.

The use of economic data in economic policy analysis and in regulation are illustrated in a review of measures of tax burden (Atrostic and Nunns) and in an analysis of the data needed for environmental regulation (Russell and Smith); the adequacy of data for policy analysis is evaluated in a roundtable discussion (chapter 12) involving four distinguished policy analysts with extensive government experience in Washington and Ottawa.

During the early 1980s, Israel's inflation rate rose to almost 500% per year—one of the highest inflation rates in the developed world. In 1985, the Israeli government implemented a program that immediately reduced inflation to 15%-20%, where it remained for the rest of the decade. How did the economy deal with these major changes so rapidly and successfully? In these eighteen articles, Leonardo Leiderman discusses why the Israeli plan worked and considers how other countries might benefit from similar policies. Even though standard economic models predict that output will drop and unemployment will rise during disinflation, Israel saw a boom in private consumption and large increases in real wages that lasted for about three years. To understand how the effects of Israeli disinflation policies defied typical expectations, Leiderman investigates how monetary fiscal policy determined Israel's runaway inflation and how the country brought its economy abruptly under control. He finds that rates of inflation and consumption depend on the public's expectations about future fiscal adjustments and that foreign trade shocks do not inevitably lead to a long-term rise in the inflation rate. His illumination of international trade and domestic policies, past and present, will interest academic economists and policymakers alike.
