When in 1808 members of the Portuguese royal entourage arrived in Rio de Janeiro, the capital of a colony most had previously known only through administrative reports and balance sheets, they encountered a hostile and dangerous population that included a large number of African slaves. One of the institutions they brought from Lisbon was the General Intendancy of Police, which was the foundation on which the city''s police institutions were built. The government met the challenge of bringing the inhabitants of Rio de Janeiro under control with a repressive apparatus that grew along with the problem it was created to solve. Policing Rio de Janeiro is a history of one of the fundamental institutions of the modern world through which the power of the state intrudes on public space to control and direct behavior. It is also a study of the way people resisted the repressive arm of the state, including heretofore unreported cases of slave rebellion as well as forms of everyday resistance. The author shows how the historical development of the police of Rio de Janeiro, through a dialectic of repression and resistance, was part of a more general transition from the traditional application of control through private hierarchies to the modern exercise of power through public institutions. Using the rich records - which include internal correspondence and official reports - of the police system and its civilian counterparts the judicial and jail systems, the author explores the point at which repression and resistance collided, on the squares, streets, and back alleys of Brazil''s capital city. The resulting disturbances served as a catalyst for the formation of institutions and procedures that provided a veneer of modernity over traditional attitudes and relationships, protecting and strengthening them. In a conceptual context that includes the ideas of Foucault, Weber, and Gramsci, the author goes beyond institutional history to examine the changing social conditions of Rio de Janeiro and the exercise of power by its elites.

A timely analysis of the power and limits of political parties—and the lessons of the Civil War and the New Deal in the Age of Trump. American voters have long been familiar with the phenomenon of the presidential frontrunner. In 2008, it was Hillary Clinton. In 1844, it was Martin Van Buren. And in neither election did the prominent Democrat win the party's nomination. Insurgent candidates went on to win the nomination and the presidency, plunging the two-party system into disarray over the years that followed. In this book, Cedric de Leon analyzes two pivotal crises in the American two-party system: the first resulting in the demise of the Whig party and secession of eleven southern states in 1861, and the present crisis splintering the Democratic and Republican parties and leading to the election of Donald Trump. Recasting these stories through the actions of political parties, de Leon draws unsettling parallels in the political maneuvering that ultimately causes once-dominant political parties to lose the people's consent to rule. Crisis! takes us beyond the common explanations of social determinants to illuminate how political parties actively shape national stability and breakdown. The secession crisis and the election of Donald Trump suggest that politicians and voters abandon the political establishment not only because people are suffering, but also because the party system itself is unable to absorb an existential challenge to its power. Just as the U.S. Civil War meant the difference between the survival of a slaveholding republic and the birth of liberal democracy, what political elites and civil society organizations do today can mean the difference between fascism and democracy.

Chinese migrants are playing increasingly large, stratified roles in the informal economies of South America. One of the clearest examples of this phenomenon is in the region's largest informal economy of counterfeit and smuggled goods, spanning from Ciudad del Este, the Paraguayan border city, to São Paulo, Brazil's largest metropolis. Here, Chinese vendors, on the one hand, are some of the most marginalized workers facing a doubly difficult landscape due to their precarious immigration status and their illegal economic activities. They bear the brunt of working on the margins of the law, and as a result do not always reap the benefits of their own labor. A transnational elite of Chinese businesspeople, on the other hand, profits and profiteers from the booming market. They leverage their economic, social, and political power to bend the law to their favor and get away with irregularities, violations, and criminal behavior. In Beyond Informality Douglas de Toledo Piza reveals the complex ways these actors interact with each other, and how the law shapes those interactions. He argues that structural inequalities in the global economy push Chinese migrants to South America, while placing them, surprisingly, in positions to overhaul markets and tip the scales of deep-seated power structures in the global South.

These efforts to reclaim and assert Palestinian heritage differ significantly from the typical global cultural project: here it is people''s cultural memory and living environment, rather than ancient history and archaeology, that take center stage. It is local civil society and NGOs, not state actors, who are "doing" heritage. In this context, Palestinian heritage has become not just a practice of resistance, but a resourceful mode of governing the Palestinian landscape. With this book, Chiara De Cesari examines these Palestinian heritage projects—notably the Hebron Rehabilitation Committee, Riwaq, and the Palestinian Museum—and the transnational actors, practices, and material sites they mobilize to create new institutions in the absence of a sovereign state. Official and popular celebrations marked the Brazilian empire''s days of national festivity, and these civic rituals were the occasion for often intense debate about the imperial regime. Hendrik Kraay explores the patterns of commemoration in the capital of Rio de Janeiro, the meanings of the principal institutions of the constitutional monarchy established in 1822–24 (which were celebrated on days of national festivity), and the challenges to the imperial regime that took place during the festivities. While officialdom and the narrow elite sought to control civic rituals, the urban lower classes took an active part in them, although their popular festivities were not always welcomed by the elite. Days of National Festivity is the first book to provide a systematic analysis of civic ritual in a Latin American country over a long period of time—and in doing so, it offers new perspectives on the Brazilian empire, elite and popular politics, and urban culture.

The author draws upon some 2,000 texts, pamphlets, announcements, opinions, accounts, treatises, and journals to exhume the textual reality of the Revolution, the body of its history. The deployment of bodily images—the degeneracy of the nobility, the impotence of the king, the herculean strength of the citizenry, the goddess of politics appearing naked like Truth, the bleeding wounds of the Republican martyrs—allowed political society to represent itself at a pivotal moment in its history. Searching for "the body of history," the author finds three forms of political representation: first, the metaphysical representation of the body as an anthropomorphic symbol of the political system—the transition of sovereignty from the body of the king to the great citizen body; second, the metaphorical representation of the body as a tool of discourse for persuasion—the embodied tale of the revolutionary epic; and third, the representation of the body in public ceremonies—street carnivals and funerals. The introductory chapter studies the symbolic defeat of the king''s body and the transfer of virility to the Republican body. Later chapters examine the new patriotic body as described in medical terms; paintings by David that show the revolutionary hero as "political body"; the Revolutionary subject conceived in terms of regeneration; its opposite, the aristocratic body, conceived as monstrous; and the bestial images projected onto Marie Antoinette.

Legal Realism Regained presents a comparison between the legal realists, a group of pragmatic legal theorists from the 1920s and 1930s, and critical legal studies, a movement of postmodern legal theory during the end of the twentieth century. The book argues for a return to legal realism and the classical pragmatism of John Dewey and William James and for a rejection of the postmodern critique of critical legal studies. It discusses the two movements with respect to three topics: their view of history, their view of social science, and their view of language. Rejecting the claim that critical legal studies can be seen as the heir of legal realism, Legal Realism Regained argues that, with respect to each of these three topics, the realists still present a stronger argument than their more radical descendants.

The reigning view of literary historians has been that the May Fourth movement of 1919 marks the division between the traditional and the modern in Chinese literature. This book argues that signs of reform and innovation can be discerned long before May Fourth, and that as China entered the arena of modern, international history in the late Qing, it was already developing its own complex matrix of incipient modernities. It demonstrates that late Qing fiction nurtured a creative, innovative poetics, one that was spurned by the reformers of the May Fourth generation in favor of Western-style realism. The author recognizes that a full account of modern Chinese fiction needs to ask why so many genres, styles, themes, and figures found in late imperial fiction were repressed by "modern" Chinese literary discourse. He focuses on four genres of late Qing fiction that have been either rudely dismissed in pejorative terms or simply ignored: depravity romances, court-case and chivalric cycles, grotesque exposés, and scientific fantasies. The author shows that in spite of the realist orthodoxy that has dominated Chinese literature since the May Fourth movement, these unwelcome genres have continually found their way back into mainstream discourse, their influence being increasingly evident in recent decades. This first comprehensive study of late Qing fiction discusses more than sixty works, at least half of which have rarely or never been dealt with by Western or Chinese scholars. Richly informed by contemporary literary theory, this book constitutes a polemical rethinking of the nature of Chinese literary and cultural modernity.

The Education of the Eye examines the origins of visual culture in eighteenth-century Britain. It claims that at the moment when works of visual art were first displayed and contemplated as aesthetic objects two competing descriptions of the viewer or spectator promoted two very different accounts of culture. The first was constructed on knowledge, on what one already knew, while the second was grounded in the eye itself. Though the first was most likely to lead to a socially and politically elite form for visual culture, the second, it was held, would almost certainly end up in the chaos of the mob. But there was another route through these conflicting accounts of the visual that preserved the education of the eye while at the same time allowing the eye freedom to enter into the realm of culture. This third route, that of the sentimental look, is explored in a series of contexts: the gallery, the pleasure garden, the landscape park, and the country house. The Education of the Eye sets out to reclaim visual culture for the democracy of the eye and to explain how aesthetic contemplation may, once more, be open to all who have eyes to look. The book will interest historians of eighteenth-century British culture and historians of architecture, art, and landscape, as well as readers generally curious about the origins of our current visual culture.
