While the relationship between norms and the state is an omnipresent research theme in International Relations, most international theory - from classical liberalism to recent constructivism - continues to treat ''normative state power'' as an analytical impossibility. Scholarship within the fields of human rights, global civil society, and globalization remains primarily focused on moral evaluations and the mitigation of the geopolitical power of the state. Rarely are the normative institutional capacities of the state the focus of analysis.This book offers a new theory of normative state power in global politics. Marjo Koivisto argues that normative state power is distinct from the fiscal or military might of states. It is usually institutionalized and internalized within the state as a set of cultural norms relating to the role of statehood in local and global practice. By deploying both theoretical inquiry and substantive analysis of the Nordic model, the book offers a deep, institutionalist account of normative state power as exercised in relation to the welfare state. A case study of the internationalist networks of the Nordic states in times of economic crises (both the 1930s and 1990s) illustrates how, thanks to the persistence of normative state power, state forms tend to outlast political and economic transformations.

Offshore finance can limit state power by transmitting the volatility of unregulated offshore banking into the domestic economy. Yet, counterintuitively, offshore finance can also enhance state power. Michaela Collord elaborates a view of authoritarian political institutions as both reflecting and magnifying elite power dynamics. While there are many sources of elite power, the book centres on material power. It outlines how diverse trajectories of state-led capitalist development engender differing patterns of wealth accumulation and elite contestation across regimes. These differences, in turn, influence institutional landscapes. Where accumulation is more closely controlled by state and party leaders, as was true in Tanzania until economic liberalization in the 1980s, rival factions remain subdued. Ruling parties can then consolidate relatively strong institutional structures, and parliament remains marginal. Conversely, where a class of private wealth accumulators expands, as occurred in Tanzania after the 1980s and in Uganda after the National Resistance Movement took power in 1986, rival factions can more easily form, simultaneously eroding party institutions and encouraging greater legislative strength. Collord uses this analysis to reassess the significance of a stronger legislature. She considers its influence on distributive politics, both regressive and progressive. She also considers its relation to democratization, particularly in a context of broader liberalizing reforms. The book ultimately encourages a closer examination of how would-be democratic institutions interact with an underlying power distribution, shaping in whose interests they operate. Speaking Truths to Power: Policy Ethnography and Police Reform in Bosnia and Herzegovina presents a rigorous analysis of the effects of globalisation on local policing, drawing on data generated from two ethnographic case studies conduscted in 2011 in Bosnia and Herzegovina. By examining structures, mentalities, and practices, it situates the phenomenon of ''glocal policing'' in relation to the convergence of development and security discourses, and raises important questions about the purpose and value of criminological engagements with transnational policing fields. The idea of ''speaking truths to power'' (as opposed to a single ''truth'') is illustrated by the author''s fieldwork, covering active police capacity building projects implemented by international development agencies. Both studies illustrate that global power inequalities affect police reform projects, but also that nodal opportunities exist for seemingly disempowered stakeholders, specifically international development workers and rank-and-file police officers to mediate their effects. What happens if we reconsider the literature of the Civil War North in light of the transformation of the federal state''s power? While literary scholarship about the Civil War has more generally focused on the rise of wartime nationalism, Philip Gould looks particularly at how literary works engage the subjects of censorship, propaganda, and the reconfigured meanings of "loyalty" and "treason" at a time of political crisis. During the war the Lincoln Administration shut down opposition newspapers and curtailed free expression and civil liberties protected by the US Constitution. Lincoln also suspended the writ of habeas corpus to deal with political dissenters and try to control public opinion. Early in the war, he coined the phrase "war power" to describe the (presumed) powers to address this crisis; his policies became controversial throughout the conflict. War Power: Literature and the State in the Civil War North considers literary production in this "total war" that radically changed the federal government''s (and its military''s) relation to traditional norms and spaces of private, domestic, and social life. Each chapter focuses on a major writer in the Civil War North''s engagement with questions of identity, affect, and affiliation: Could one love the Union as one loved home and family? What were the implications for literary expression in the midst of a political culture being reshaped by censorship and propaganda? The final two chapters address the role and plight of African Americans in the Civil War and its aftermath, focusing particularly on African American military service as the supposed means by which racially disenfranchised Americans might become citizens.
